Which pallet type does your load actually need?
Three things choose the pallet, in this order: the load, the handling equipment at both ends, and the destination. Only one of the three is a regulation rather than a preference. Any solid-wood pallet or crate that leaves the country has to be heat treated to a core temperature of 56 degrees Celsius (133 degrees Fahrenheit) for 30 minutes and carry the IPPC mark, and the American Lumber Standard Committee administers that programme in the United States on behalf of USDA APHIS. Everything else on this page is an economic decision you are free to get wrong. The table below maps each of the fifteen categories above to the requirement that selects it, the specification that settles the choice, and the situation that rules it out.

The expensive mistake is almost always the third column, not the first. Buyers know what their product weighs and they know what their forklift is. What gets missed is the entry pattern at the far end. A notched stringer pallet accepts a forklift from four sides and a pallet jack from two, which is a distinction nobody notices until a trailer is being unloaded by hand at a site with no forklift. The same applies at the border: an untreated wood pallet is not a cheaper pallet, it is a load that can be refused entry, held, treated or destroyed at the shipper's expense. Buy the pallet the receiving end can actually handle, then optimise the price.
The counter-argument is that this table over-specifies for most buyers, and that is fair. A large majority of domestic freight in North America moves on one of two lines above: recycled Grade A 48x40, or new 48x40 where a receiving DC insists on it. If you are shipping palletised consumer goods to a domestic distribution centre, the honest answer is that the standard footprint in a sound grade is correct and the remaining thirteen rows are edge cases you do not have. The table earns its place in the other direction: it is a checklist for the moment something in your operation changes, when a first export order lands, when a customer installs automation, when a part stops fitting the deck. Read the row that has just become true, not all fifteen.
