What this template covers
This is a complete pallet-procurement RFP template built from the 15-question supplier audit framework. It's structured for mid-market to enterprise programs ($100,000 to $5 million annual pallet spend) and designed to produce apples-to-apples supplier comparisons across pool operators, recycled yard networks, and full-spectrum manufacturers. The template includes supplier-identification section, program-scope definition, 15 audit questions with response format requirements, pilot-program specification, pricing-structure requirements, and decision matrix for evaluation.
Copy the template below into your procurement platform (Coupa, SAP Ariba, Jaggaer, Zycus, Scanmarket, or email). Expect 1-2 week response time from suppliers. For emergency ramp, 1 week is achievable with reduced response completeness.
Section 1: Program-scope definition (buyer completes)
Before sending the RFP, complete this section:
- Annual pallet volume estimate: [number of pieces per year]
- Weekly standing-program volume target: [pieces per week - typically 250+ for standing-weekly economics]
- Pallet specifications: [primary spec - typically GMA 48x40 new or recycled Grade-A; secondary spec if applicable]
- Treatment requirements: [standard kiln-dried, ISPM-15 heat-treatment for export, FDA food-contact for food distribution]
- Receiving locations: [list of destination warehouses/distribution centers with addresses]
- Current supplier(s): [list current suppliers and current program structure if applicable]
- Target launch date: [when the new program should go live - typically 90-120 days from RFP release]

Can I copy this RFP template into my procurement platform?
Yes - this template is published for buyer use. Copy into Coupa, SAP Ariba, Jaggaer, Zycus, Scanmarket, or email procurement platforms. Customize Section 1 (program-scope definition) before releasing. Expect 1-2 week response time from suppliers.
How many pallet suppliers should I send the RFP to?
Three to five is typical. Mix across business models: 1-2 pool operators (CHEP, PECO), 1-2 recycled yard networks (48forty, Kamps, regional), 1-2 full-spectrum manufacturers (PalletOne, USP). For enterprise programs ($1M+ annual spend), audit 5-7 suppliers across multiple regions.
Can I shorten the 15-question audit for emergency ramp?
For emergency ramp (supplier shortfall, M&A, operational pressure), prioritize questions 3-4 (geographic coverage), 7-9 (pricing structure), and 13 (customer references). Skip questions 1-2 (business model, ownership) and 15 (minimum commitment) if time-constrained. Full audit resumes for standing-weekly commitment.
What's a reasonable response time for pallet supplier RFPs?
Standard: 10-14 business days from RFP release to response due date. Emergency: 5-7 business days with reduced response completeness. Supplier questions due 3-5 business days after release. Buyer answers to questions 5-7 business days after questions.
How do I weight the decision matrix dimensions?
Standard weighting (shown in Section 6): Geographic 20%, Specialty 20%, Pricing 20%, Business model 15%, Operational 15%, Ownership 10%. Adjust based on program priorities - specialty-heavy programs may weight Specialty 30%+, pure-volume national may weight Pricing 30%+ and Ownership 5%.
Should I run a pilot before committing to standing-weekly?
Yes - almost always. A 4-8 week pilot verifies supplier claims against execution and catches capability gaps that documentation review misses. Pilot volume should be 25-50% of planned standing-weekly volume at 1-3 lanes. Pilot measurement: on-time delivery, specification compliance, exception handling, invoice accuracy, buyback execution.
Can I run multiple pilots simultaneously?
Yes - running 2-3 supplier pilots on different lanes simultaneously is common for enterprise programs. Allows direct supplier-to-supplier comparison on execution data (not just response-document claims). Trade-off is procurement team bandwidth during pilot execution.
What happens if no supplier scores above a threshold in the decision matrix?
Three options: (1) continue current supplier(s) and re-run RFP in 6-12 months after supplier capabilities improve; (2) narrow program scope to lanes where top supplier scored above threshold; (3) consider hybrid supplier arrangement where no single supplier wins outright but multi-supplier program meets threshold.
How do I handle incumbent supplier in the RFP process?
Include incumbent in the RFP shortlist. Score incumbent against the same decision matrix as new suppliers. This often reveals whether current supplier relationship is competitive on specific lanes or whether migration improves economics. Incumbent-switching cost is a legitimate factor (budget 1-2 FTE-weeks procurement time plus pilot direct spend $5K-$25K).
Can I use this template for crates, dunnage, or specialty wood products?
The template is pallet-focused but adapts to adjacent wood packaging (crates, dunnage, pallet collars, wooden skids, wire-bound crates, wood boxes, bins, platform wood, bracing kits) with modifications to Section 1 (program-scope specs) and Section 5 (pricing proposal format). Core 15-question audit framework translates directly.
