FSMA 204 Pallet Traceability Field Guide 2026

FDA FSMA 204 (Section 204 of the Food Safety Modernization Act) requires enhanced traceability for foods on the FDA Food Traceability List, effective January 2026. Any pallet carrying FTL foods must support pallet-level lot traceability with documented Key Data Elements (KDEs) at each Critical Tracking Event (CTE) from farm/mill to receiving.

KDE + CTE framework

FSMA 204 requires Key Data Elements (KDEs) captured at every Critical Tracking Event (CTE) - the specific handoff points in the food supply chain. Pallet-level KDEs include: lot code, harvest/production date, GTIN (GS1 US), quantity, unit of measure, ship date, receive date, temperature (for cold-chain items). CTEs include: harvest, cooling, initial packing, first receiver, initial packer, shipping to distribution, receiving at DC.

Pallet-level implementation

  1. Traceability lot code applied at first packing: unique lot ID per pallet, GS1 US barcode-compatible.
  2. Pallet placard with FSMA 204 KDEs: lot code, harvest/pack date, GTIN, quantity, unit of measure printed + scannable on pallet placard.
  3. BOL captures CTE data: ship + receive timestamps, temperature (for cold-chain), origin + destination facility IDs.
  4. Records retention: 24 months minimum, electronic-format compatible.
  5. Sortable + provideable to FDA within 24 hours of request: records must support lookup by lot code across the supply chain.
