ISPM-15 Compliance Guide 2026 - Complete Regulatory Reference

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is the international standard for wood packaging material required by 190+ countries. Every pallet crossing an international border must be heat-treated at 56C (133F) core temperature for a minimum 30 minutes at an IPPC-accredited facility and carry the IPPC stamp with country code (US), facility identifier, treatment code (HT), and DB (debarked).

What ISPM-15 covers

ISPM-15 applies to wood packaging material (WPM) including pallets, crates, dunnage, drums, cases, wire drums, and load boards used in international shipments. Coniferous + non-coniferous solid wood over 6mm thick requires treatment. Exempt: wood-based composites (plywood, particleboard, OSB), veneer, sawdust, wood wool, and wood-based products manufactured by heat + pressure. The standard was adopted by the IPPC (International Plant Protection Convention) in 2002 and revised in 2009 to add the DB (debarked) requirement.

IPPC stamp - what to look for

Every ISPM-15-compliant pallet carries an IPPC stamp on at least two opposite sides. The stamp contains four elements in this format:

• Country code (2 letters): "US" for United States, "CA" Canada, "CN" China, "DE" Germany, etc.
• Facility identifier (unique number): Assigned by the country's national plant protection organization (NPPO). In the US, ALSC assigns facility IDs and maintains the registry.
• Treatment code: "HT" for heat treatment (56C core for 30+ minutes); "MB" for methyl bromide fumigation (largely phased out).
• DB: "DB" or "Debarked" indicates the pallet was made from debarked lumber.

The heat-treatment process

ISPM-15 heat treatment requires the pallet's core temperature to reach 56C (133F) or higher for a minimum of 30 continuous minutes. Kiln temperature is typically set 5-10C above target to allow for lumber-species density variation + surface-to-core temperature gradient. Each kiln cycle documents: target temperature, kiln temperature reached, core temperature reached, treatment start time, treatment end time, kiln facility ID, operator ID, and lumber-species mix.

Alternative treatments recognized by ISPM-15: methyl bromide fumigation (largely phased out per Montreal Protocol - only 8 countries still accept MB); dielectric heating (microwave/radio-frequency, uncommon at scale).

ALSC accredited-facility registry

The American Lumber Standard Committee (ALSC) is the US NPPO-accredited agency for ISPM-15 stamp certification. ALSC maintains the public accredited-facility registry at alsc.org. Any US-origin ISPM-15 pallet stamped with a US facility ID must trace to an ALSC-registered facility. Buyers + customs officials use the registry to verify stamps before accepting shipments.

Penalties for non-compliance

• Shipment rejection at destination customs: full-load return-to-origin at exporter's expense. Typical cost: $3,000-15,000 per rejected container depending on route.
• Fumigation-in-place: some destinations offer emergency fumigation as an alternative to rejection. Cost: $800-2,500 per container + 3-7 day delay.
• Import license revocation: repeat violations can trigger revocation of the exporter's import license in the destination country. Permanent record with the destination NPPO.
• Reputational damage: non-compliance is public record + affects insurer + freight-forwarder relationships.
