ISPM-15 - what it is and who needs it
ISPM-15 (International Standards for Phytosanitary Measures #15) is the global phytosanitary standard requiring all solid wood packaging crossing international borders to be heat-treated and marked with the IPPC (International Plant Protection Convention) wheat-stalk logo. Enforced by every ISPM-15 signatory country (which is essentially all US trading partners), the standard prevents cross-border transport of forest pests via wood packaging.
If your shipment uses solid wood packaging (pallets, crates, wooden skids, wood boxes, wood cable reels, dunnage, bracing) and crosses an international border, ISPM-15 is required. Non-compliant shipments are held at customs, fumigated or destroyed at the shipper's expense, and the cargo payload is at risk. For high-value international freight (defense, aerospace, utility cable export, specialty-crop export, project cargo), ISPM-15 non-compliance means the cargo may never clear.
Exceptions (where ISPM-15 is NOT required): engineered-wood products that have been processed (plywood, OSB, LVL, particle board are typically exempt because the manufacturing process destroys pests). Plastic, metal, and composite packaging also exempt. For solid-wood pallets, crates, skids, boxes, cable reels, dunnage, bracing - ISPM-15 is mandatory.
How ISPM-15 heat treatment and IPPC stamping work
The standard treatment is heat: the wood is heated to a core temperature of 56 degrees Celsius (132.8 degrees Fahrenheit) for at least 30 minutes continuously. The heat kills pests and larvae in the wood. After treatment, the IPPC logo is branded (not painted, not stickered) into the wood on at least two faces. The brand shows: the wheat-stalk IPPC logo, US country code (US), the APHIS-registered facility number (assigned by USDA), and the HT (heat-treated) code.
Alternative treatments exist (methyl bromide fumigation, now largely phased out in the US) but heat treatment is the dominant method for US domestic manufacturing. The treatment is performed in a certified kiln or heat-treatment chamber; APHIS inspects the facility annually and the facility documents each treatment cycle.
The stamp is a bearer mark - any customs official in any signatory country can read the stamp and verify the shipment. Hand-drawn, painted, or stickered IPPC marks are rejected at customs because they can be falsified. The stamp must survive normal pallet handling for the full export trip.
What APHIS-registered means
The US Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) accredits heat-treatment facilities in the US. An APHIS-registered facility holds a facility number, performs regular self-audits, submits treatment-cycle logs to APHIS, and undergoes annual third-party inspection. Only APHIS-registered facilities can apply the IPPC stamp.
United States Pallets operates heat-treatment and IPPC stamping through APHIS-registered facilities for both the Central Florida footprint (for Jaxport, Port Miami, Port Everglades, Port Tampa, Port Canaveral export) and the national freight network. We stamp pallets, crates, wooden skids, wood boxes, wood cable reels, dunnage, bracing, and specialty wood packaging on request.

Frequently asked questions
What countries require ISPM-15?
All ISPM-15 signatory countries, which is essentially every US trading partner. The standard is enforced by: EU member states, UK, Canada, Mexico, all Caribbean nations, all Central and South American nations, Japan, China, South Korea, India, Southeast Asia, Australia, New Zealand, and over 180 total countries. For practical purposes, assume any international shipment requires ISPM-15.
Are the US-Canada and US-Mexico borders exempt from ISPM-15?
Partially - there are specific exemptions for internal moves between US-Canada and US-Mexico, but the exemptions are narrow and apply only to specific wood packaging types in specific trade flows. For safety and consistency we recommend ISPM-15 stamping on all cross-border US-Canada-Mexico wood packaging to avoid customs delays.
What happens if I ship non-ISPM-15 wood packaging to Europe?
The shipment is held at customs. Options are typically: (1) fumigation at the port of entry (expensive, delays shipment, may damage cargo), (2) return to shipper (expensive, cargo stays in port and may be subject to detention fees), (3) destruction of the wood packaging (requires repackaging in compliant materials). All three options cost significantly more than the ISPM-15 stamping fee.
Can plastic reels and crates skip ISPM-15?
Yes - ISPM-15 is specifically for solid-wood packaging. Plastic, metal, composite, and engineered-wood (plywood, OSB) packaging is exempt. Many utilities and shippers use plastic reels specifically to avoid ISPM-15 for high-cycle international programs.
How much does ISPM-15 stamping typically add to a pallet cost?
$0.75-$2.00 per pallet depending on treatment-batch size. For a $12 GMA 48x40 pallet, that is roughly 6-17% added for export compliance. For a $500 heavy-duty skid, the $5-$20 stamp fee is less than 4% of the base cost.
Does the IPPC stamp survive the whole shipping trip?
Yes - the stamp is branded (burned) into the wood, not painted or stickered. It survives normal pallet handling, fork truck impact, moisture exposure, and the full export transit. If the stamp becomes unreadable the receiving customs may inspect more closely but the shipment remains compliant.
What is the typical lead time for ISPM-15 stamping?
1-2 business days for standard pallets, skids, dunnage, reels. 1-3 business days for crates, boxes, and specialty products. For urgent same-day stamping we move inventory to the Central Florida APHIS-registered yard and dispatch within 4-8 hours.
Can you provide treatment-cycle documentation for defense export?
Yes - every ISPM-15 shipment ships with a treatment-cycle certificate showing APHIS facility number, treatment date, duration, core temperature achieved, and treatment-batch lot. For defense export (DLA, DoD contracts) we provide full documentation chain with lot traceability and third-party inspection availability.
What is the IPPC stamp supposed to look like?
The stamp has the IPPC wheat-stalk logo (the primary mark), the US country code "US", the APHIS-registered facility number (format varies), and the HT (heat-treated) code. Example: "IPPC wheat-stalk + US-XXXXX + HT". The stamp appears branded into the wood on at least two faces per piece.
Do you supply the IPPC stamp documentation in Spanish or Portuguese for Latin American export?
Yes - for Jaxport, Port Miami, Port Everglades, Port Houston Latin American export we provide bilingual (English + Spanish or Portuguese) documentation on request. For Puerto Rico container-barge freight the bilingual docs are standard.
