Heat Treatment Requirements
Wood must be heated to a minimum core temperature of 56°C for at least 30 continuous minutes. Conventional kiln-drying typically achieves the temperature/time requirement incidentally if validated. Dielectric (microwave/RF) heating is also accepted as of ISPM-15 2018 revision.
Validation: thermocouple readings at the coldest point of the wood pile, recorded continuously, retained for 60+ months. ALSC-accredited inspectors audit facilities annually.
Common failure modes: insufficient core temperature, insufficient duration, wood pile too dense (cold spots), thermocouple placement errors, validation paperwork gaps.
Country-Specific Variations
EU (with EUDR): ISPM-15 + geolocation of harvest plots + due diligence statement to EU Information System (effective Dec 30, 2025).
China: ISPM-15 + GACC (General Administration of Customs of China) facility registration. Periodic GACC audits.
Japan: ISPM-15 + MAFF (Ministry of Agriculture) acceptance.
Brazil: ISPM-15 + ANVISA fumigation if produce. Strict enforcement.
Australia: ISPM-15 + DAFF biosecurity. Pre-arrival risk assessment.
Common rejection causes: missing or illegible IPPC stamp, methyl bromide stamps to MB-banned countries (most of EU), fresh wood without treatment, pest contamination at port inspection.
Pricing and Process
ISPM-15 stamping adds $0.85-1.10 per pallet over base GMA pricing in the US. The premium covers ALSC-accredited heat-treatment time, certification audits, IPPC stamp printing, and USDA-APHIS phytosanitary documentation.
Process: lumber milled → kiln-dried (often satisfies HT requirement incidentally) → assembled into pallets → IPPC stamp applied at ALSC-accredited facility → audit-ready documentation issued → exported.
Lead time at USP: standing-order programs lock 90+ days of ISPM-15-stamped capacity at fixed pricing for high-volume exporters.
