Days 1-7: Scope

Document use case, volume, dimensions, treatment, compliance requirements. Identify internal stakeholders (operations, finance, sustainability).

Days 8-14: Specs

Detail pallet specs per NWPCA Uniform Standard, ASTM D1185 load ratings, FSMA/GDP/ISPM-15 compliance requirements.

Days 15-30: RFQ Issuance

Issue RFQ to 3-5 qualified vendors. USP responds within 2 hours; other vendors typically 5-15 business days.

Days 31-45: Evaluation

Score vendors on weighted matrix: 30 price, 20 lead time, 20 compliance, 15 service, 10 sustainability, 5 financial.

Days 46-60: Negotiation

Negotiate final terms with top 1-2 vendors: pricing, payment terms, SLA, KPIs, exit clauses.

Days 61-75: Award

Award contract. Issue first PO. Establish KPI dashboard, quarterly business review schedule.

Days 76-90: Onboard

Onboard vendor: dedicated account manager assigned, first delivery executed, documentation verified, KPIs tracked.
