Do You Need Heat-Treated (ISPM-15) Pallets?

You need heat-treated (ISPM-15) pallets when wood packaging crosses an international border. The wood is held at a 56 C core for at least 30 minutes, then stamped with the IPPC mark. Domestic US shipments and US-to-Canada moves do not require it; exports to any of the 180-plus ISPM-15 countries do.

ISPM-15 heat treatment at a glance (as of July 2026). ISPM-15 is the International Plant Protection Convention standard for wood packaging in international trade.
RequirementSpecification
Heat treatment (HT)Wood core held at 56 C (133 F) for a minimum of 30 continuous minutes
Approved alternativesDielectric heating (DH); methyl bromide (MB) fumigation, being phased out worldwide
IPPC markWheat/IPPC logo, ISO 2-letter country code, unique producer number, and treatment code (HT, DH, or MB)
Applies toSolid-wood packaging thicker than 6 mm: pallets, crates, boxes, dunnage, cable drums
ExemptManufactured wood (plywood, OSB, particleboard, veneer) and wood 6 mm or thinner
BarkMust be debarked (bark-free) per the 2009 ISPM-15 revision
Repair ruleIf more than one third of a pallet's components are replaced, it must be re-treated and re-stamped
Enforced by180-plus countries incl. the EU, UK, China, Australia, Brazil, India, and Mexico (US and Canada exempt each other's wood)

How to Read an ISPM-15 Stamp

A compliant mark carries four parts: the IPPC wheat logo on the left; a two-letter ISO country code (for US-treated wood, US); the treatment provider's unique certification number assigned by the national plant-protection agency; and a treatment code to the right, either HT (heat treated), DH (dielectric heating), or MB (methyl bromide). A stamp missing any element, or applied to wood with bark still attached, can be rejected at the destination border. Every USP heat-treated load ships with matching IPPC stamps and ISPM-15 documentation.

Do I need heat-treated pallets for domestic US shipping?

No. ISPM-15 applies to wood packaging that crosses an international border. Domestic US shipments and US-to-Canada moves do not require an HT stamp. You need heat-treated pallets when exporting to any of the 180-plus ISPM-15 countries, including the EU, UK, China, Australia, and Brazil.

How do I read an ISPM-15 stamp?

Look for the IPPC wheat logo, a two-letter ISO country code (US for US-treated wood), the treatment provider unique certification number, and a treatment code: HT (heat treated), DH (dielectric heating), or MB (methyl bromide). A stamp missing any element can be rejected at the border.

Heat-treatment chamber maintained at 56C core for 30 minutes per ISPM-15 Annex 1; each load shipped with a treatment certificate signed by a USDA-registered inspector.

Florida regulatory context

FDA registered facilities in Lakeland and Jacksonville require pallets that meet FDA 21 CFR 178.3520 indirect food additive specification; our food-grade stock is tested for compliance every 90 days.

Florida Department of Agriculture inspects pallet treatment facilities under the federal cooperative inspection agreement; our Tampa and Jacksonville locations are stamp-authorized facilities.

Pallet specification detail

Block pallets (four-way entry) use nine 4-inch hardwood blocks with continuous-face top deck; ideal for ASRS (automated storage and retrieval) and AGV (automated guided vehicle) operations where stringer interruptions cause read-failures.
